In 1991, the Scout Association took a major step toward full inclusivity by allowing girls to join every section of the movement for the first time.
While girls had been part of Venture Scouts since 1967, this decision opened Beavers, Cubs, and Scouts to all young people regardless of gender. Although groups could adopt mixed membership at their own pace, the change marked a significant cultural shift, reflecting modern family life and a commitment to equality.
It strengthened local Scouting by broadening participation and laid the foundations for the fully co-educational movement that became standard across the UK from 2007.
