In 2002, UK Scouting underwent one of its most significant modern reforms following a major organisational and programme review. This included the replacement of the Venture Scout section with two new sections: Explorer Scouts for young people aged approximately 14–18, and the Scout Network for young adults aged 18–25, creating a clearer progression for older members.
Age ranges across all sections were revised, and a new, modernised programme was introduced, featuring updated badges, challenge awards, and activity structures designed to be more relevant and engaging.
Alongside these programme changes, Scouting refreshed its branding and uniforms and updated adult training frameworks to support the new approach, collectively reshaping the movement to better meet the needs of young people in the 21st century.
