Wolf Cubs (later Cub Scouts) were introduced by Lord Baden-Powell in 1916, formally launched in London, to cater to the younger brothers of Scouts. Drawing inspiration from Rudyard Kipling's The Jungle Book, themes such as leaders (Akela, Baloo) and pack structure were incorporated, and the section has since become the UK's largest Scouting section today. A pilot program began earlier, around 1914, with the official handbook and launch happening in late 1916.
